Russia’s central bank kept interest rates at 21 percent on Friday despite surging inflation, in a surprise move as economists had expected an increase.

The bank said its board “decided to keep the key rate at 21.00 percent per annum,” a day after President Vladimir Putin insisted Moscow’s sanctions-hit economy was stable.
