The head of Russia’s FSB security services said Tuesday the gunmen responsible for an attack in Moscow that left dozens dead had planned to travel to Ukraine and were to be welcomed as heroes.

“I’ll let you in on a little secret: they were going to be greeted as heroes on the other side,” the head of the Federal Security Service Alexander Bortnikov said in comments carried by Russian news agencies.
